Applying a new Generation of Information Technology at Community Internet Centers (Access)

Description: The objective of this Associate Award is to pilot new configurations of information and communication technologies (ICTs) in order to strengthen and increase the impact of Community Internet Centers (CICs) and other points of access to the Internet in under-served areas of developing countries, particularly for USAID target populations.

Significant success has been experienced in establishing sustainable CICs; the challenge for dot-ORG in this associate Award will be to launch a new generation of ICT configurations for CICs and Internet access points, which broaden the range and impact of services, offered and increase the number and quality of employment opportunities.

In addition, this Associate Award will enable the dot-ORG project to collaborate with USAID, host country governments, non-governmental organizations and dot-ORG resource partners on technical assistance activities that will be identified as this project is implemented, to promote the adoption of improvements at such centers and Internet access points within its programs worldwide. It is expected that the Award will require three years for implementation.

Description: ARD, Inc created a PowerPoint based tool, to provide an outline to developing countries for e-transactions. The outline provides a policy "roadmap" to create a legal foundation that will define, inform, and illustrate central policy objectives concerning economic growth through the development and stimulation of e-transactions. The tool is organized by policy goal and includes telecom liberalization needs, electronic authentication and security, financial services, intellectual property protection, data protection and privacy, customs and taxation, dispute resolution, and cyber crime.

E-Government Workshop

Description: dot-GOV provided travel funds for two keynote speakers, Mr. John Gage and Mr. David Binetti at the U.S. Department of State Conference, “Implementing e-Government, held at Washington, DC, November 2002. . The Conference provided a forum for individuals from participating countries to discuss issues of common concern and to establish peer-to-peer networks for further cooperation. The Conference also exposed participants to U.S. companies whose products and services could contribute to the development of successful e-government initiatives.

Description: dot-ORG, through its resource partner, Winrock has supported EGAT/AFS in the research and development of a strategy planning paper, and conducted a related workshop, designed to explore high impact strategies for integrating ICT into USAID's agricultural development activities in developing countries. The paper and workshop have a gender dimension.

Toolkit for Policy Reform and E-commerce for Development

Description: The IRIS Center gathered a group of leading e-commerce experts to create a diagnostic tool for policymakers to use to determine how their e-commerce policy frameworks practically compare to other countries of comparable development. Factors such as women’s access to ICTs are part of the data considered when calculating the “comparator" countries from a variety of data sources. This CD-ROM and Power Point based tool will help policymakers move from "paper to projects," by identifying a series of processes that can be used to strengthen e-commerce activity in their country. The diagnostic tool has been presented a number of times and favorably received.
